By 1789 the French Enlightenment had alreadyestablished that the rights of citizensincluded the right to speak, write, and printfreely. This right has since been enshrined invarious national and international documents,but remains elusive in much of the world. Oneway to consider these freedoms is to look notjust across the world comparing nations thathave or don't have freedom, but back throughtime at the first effort to promulgate thesenew rights – the French Revolution. When theFrench Revolution created freedom of the pressin 1789, the French book publishing industrywas noted for five attributes: completecensorship of all publications, a rigidlyenforced printing monopoly, copyrightprotection for all authors, fossilized content,and the proliferation of illegal presses. Digital technology is enabling a second dawn ofpress freedoms, but the five problems found inFrance two centuries ago can still be seen invarious forms, especially in the massivemonopoly of book publishing by a few countries. The answers created by France in 1810 present apartial basis for how current governments couldrespond to contemporary problems with freedomof the press. Rightly used, new digitaltechnology also has an opportunity to finallyfacilitate one of civilization's fundamentalfreedoms.  相似文献   

中国高校专利许可的时滞问题

专利许可交易是高校实现专利利用的首要方式,而专利申请在公开之后往往还需要继续等待交易时机。通过对中国高校350个专利许可交易的考察,发现专利审查期限与专利许可时滞呈正相关,专利类型对专利许可时滞有显著影响,交易对象是否在同一区位对专利许可时滞具有显著影响,而是否为校企合作完成的专利对专利许可时滞没有显著影响。基于此,提出促进我国高校专利许可交易的若干建议。  相似文献

在全媒体时代着力探讨学术出版转型与图书馆的责任,拓展图书馆服务的生长点,重塑图书馆出版服务的内涵与外延。在探索学术出版发展趋势的基础上,采用文献调研法和案例分析法,搜集国内外图书馆出版服务的相关案例,指出学术出版数字化变革对图书馆的影响以及二者的融合路径。图书馆应该树立大媒体大出版理念,培养用户开放出版的信息素养,通过多种模式促进学术出版向数字出版与OA出版发展,提升图书馆参与学术出版的核心竞争力,推动我国学术出版的可持续发展。  相似文献   

On robust stabilization of uncertain stochastic time-delay systems—an LMI-based approach

In this paper, we first deal with the robust stability of uncertain linear stochastic differential delay systems. The parameter uncertainties are time-varying and unknown but are norm-bounded via two types of uncertainties, and the delays are time invariant. We then extend the proposed theory to discuss the robust stabilization of uncertain stochastic differential delay systems. These results are given in terms of linear matrix inequalities. Two examples are presented to illustrate the effectiveness.  相似文献

寄存器传输级(RTL)测试产生及时延测试是当今集成电路(IC)测试技术中亟待解决的问题和研究的热点.首先从IC逻辑测试的测试产生和IC时延测试方法这两个方面系统地综述了测试产生和时延测试领域迄今为止的主要研究成果.在RTL行为描述的测试产生方面,提出了新的RTL行为模型的描述方法:行为阶段聚类描述,并提出了基于聚类的测试产生技术.将这些技术集成到RTL级ATPG系统ATCLUB中,在提高测试产生效率及缩短测试长度方面效果显著.在IC时延测试方面,提出了一种新的可变双观测点的时延测试方法。基于该方法提出了新的时延故障诊断方法,实现和完善了可变双观测点的时延测试系统DTwDO.DTwDO提供了从时延测试到故障诊断等一系列测试工具,有效减少了测试通路数,提高了故障覆盖率,并有很高的故障定位成功率.  相似文献   

Academic delay of gratification and children's study time allocation as a function of proximity to consequential academic goals

Students (N = 302) in Chinese elementary schools were assessed regarding their academic delay of gratification (ADOG) and reported the time they devoted to non-school study and playtime during an extended interval prior to taking a high-stakes final exam. Students high compared those low in ADOG were more likely to spend time studying and less time playing several weeks prior to the exam. Growth curve analyses verified, however, that this difference diminished as a function of the temporal proximity to the exam, and that the group differences were non-existent just before the exam. Associations between ADOG and students' academic motivation and use of learning strategies replicated those obtained previously with adults in the USA. Results contribute to the general literatures on volition, homework and the dynamics of conflicting goals and action tendencies.  相似文献

本文试图从出版业体制改革的动力问题入手,分析中国当前出版业的动力构成以及动力运作特征,考察中国出版业改革的运行特征以及存在问题。出版业改革的动力源有：国家、社会、出版社、民营出版商、技术、国外竞争者六种力量。这六种力量共同推动中国出版业改革实践,但没有形成稳定的动力机制,具有不确定性。因此,出版业体制改革＂闯关＂尚有难度。  相似文献

学术期刊虚假网站侵害了作者和出版者的合法权益,损害了学术期刊的声誉。为应对学术期刊虚假网站的侵权行为,我们在分析虚假网站特征的基础上,提出防范假冒网站侵害的措施。所研制的学术期刊网址查询系统,通过定期维护更新,增强识别虚假网站的便捷性,使作者可以实时查找到学术期刊的真实网站,期望有助于减少因虚假学术期刊网站泛滥给作者、出版者造成的困扰,为维护学术期刊网站的网络运行环境提供一种技术防范措施。  相似文献
